He has 20 years’ experience in resources (primarily oil and gas) in both the private and government sectors, managing all aspects of access and approvals for large industry projects.

About Andrew

During his career, he has successfully delivered a wide range of regulatory applications and permits, negotiated native title and cultural heritage agreements, conducted stakeholder engagement and community consultation, undertaken impact assessments and led professional, multi-disciplinary teams.

Commencing with Xenith in 2023, Andrew is focused on building and further strengthening relationships with all stakeholders, including clients, First Nations groups, landholders and government.

Andrew draws on his wealth of experience in managing resource and energy sector approvals and stakeholder engagement to provide Xenith clients with timely access and authorisation, tailored to their needs.

Based in the Brisbane office, he is supported by a team of specialists in cultural heritage, native title, land access, archaeology, regulatory approvals and environmental disciplines.

Andrew has a proven ability to build strong and trusting relationships, reduce project risks, develop streamlined approvals and negotiation strategies and deliver outcomes with a focus on legal frameworks, cost, schedule and compliance.

Andrew previously spent 12 years at Arrow Energy where his most recent role was Regulatory Approvals Lead.

Career highlights

  • Arrow Energy – Surat Gas Project:
    • Project managed the acquisition of offset properties by developing relationships, overseeing the drafting of legal agreements, negotiating with advisers, lawyers and the landholders, agreeing to terms and arranging executable agreements and ultimately submitting applications for assessment by Government to satisfy Federal EPBC Act approvals.
    • Managed, prepared and negotiated three Regional Interests Development Approval (RIDA) applications for pipeline and gas projects including the development, preparation and project managing of soil sampling programs.
    • Managed, prepared, negotiated and delivered five new Environmental Authorities authorising 16 new petroleum leases and one new petroleum pipeline licence on schedule and budget to support a successful financial investment decision by shareholders.

     

  • Native title agreements: Lead negotiator on the Native Title and Cultural Heritage agreements for a proposed gas development in central western NT. Negotiator on a number of native title and cultural heritage agreements for gas developments and pipeline projects in the Surat, Bowen and Galilee Basins.
  • Bowen Pipeline project: Identified all third parties along the alignment and negotiated agreements and permits with all parties including power, water, utility, resources and mining companies to de-risk the project.
