James joined the Xenith team in 2022, following Xenith’s acquisition of James Bailey & Associates, a NSW-based environmental planning consultancy firm.

About James

James has more than 40 years’ experience as an environmental professional, preparing environmental impact assessments for the mining industry, as well as for clean energy and other infrastructure projects.

His extensive mining experience spans the spectrum of mine-related activities including planning and design, approvals, construction, operation and mine closure.

James is a Registered Environmental Assessment Practitioner and has directed a large number of major mining (and other related industries) State Significant Development (SSD) Applications. While this has focused primarily on sensitive environmental settings on the eastern seaboard of Australia, his work also extends internationally.

James’ advisory encompasses providing strategy and insights on compliance management, acquisition and divestment, cost-efficient planning approvals, exploration licenses and mine closure planning. He has considerable expertise in government and community stakeholder consultation in relation to SSD projects.

James is passionate about client satisfaction and his team’s professional development and training. Along with his wealth of environmental knowledge and experience, James also contributes to Xenith’s overall business management, development and growth.

He also presents regularly at conferences, including for the New South Wales Minerals Council.

On a personal note…

James’s career has taken him to plenty of diverse locations since he first joined the workforce in 1982. He has worked in four states of Australia (QLD, SA, WA and NSW) as well as in the USA, Canada, Mexico and the Philippines.

Career highlights

  • James has been responsible for the preparation of numerous State Significant Development Application Environmental Impact Statements, Statements of Environmental Effects and Review of Environmental Factors throughout NSW and QLD.
  • James has highly developed community liaison skills and has successfully implemented numerous community relations strategies.
  • Due to his credibility with government and his strong relationships with senior bureaucrats, James has regularly been asked to contribute comment on the direction of environmental regulatory policy.
  • Prior to becoming a Director of Hansen Bailey (now James Bailey & Associates), James was the Manager of Environmental Services for Rio Tinto Coal Australia. In this role James was responsible for the management of a team of 14 environmental professionals servicing seven operating mines in NSW and QLD.
  • James has had extensive international experience in gaining planning and other approvals for mining, quarrying and major infrastructure projects.
